TOWN OF HASTINGS-A 40 year old Town of Potsdam resident is facing numerous charges following three separate fraud, bad check, and larceny investigations that were reported during the month June throughout Oswego and Jefferson Counties. State Police from the Fulton and Pulaski Barracks arrested Ryan P. Clement early Friday morning in Lowville and charged him with two counts of Grand Larceny in the 3rd Degree-Value exceeding $3,000.00, Class E felonies; one count of Scheme to Defraud in the 1st Degree- 10 or more persons-a Class E felony; and one count of Issuing a Bad Check with knowledge of Insufficient Funds, a Class B misdemeanor. In addition, Troopers from the Watertown Barracks charged Clement with one count each of Issuing a Bad Check with Knowledge of Insufficient Funds, a Class B misdemeanor and Petit Larcey, a Class A misdemeanor. Clement was sent to Central Arraignment for processing and an investigation is pending.
