Troopers continue addressing reports of illegal ATV activity in town of Russia, Herkimer County

HERKIMER COUNTY- The New York State Police continues addressing complaints of illegal ATV activity along the Military Road and surrounding areas in the town of Russia.

According to State Police officials, reports continue suggesting that individuals are operating unregistered and unlicensed ATVs, UTVs, and dirt bikes, often in violation of New York State Vehicle and Traffic Law.

In many cases, these vehicles are being operated recklessly, without proper safety equipment, and in areas where operation is prohibited.

In response to this, State Police will continue increasing patrols in these areas and will continue proactive enforcement efforts throughout the season.

Troopers will focus on both education and enforcement to address unsafe and unlawful operation.

Last year, Troopers issued approximately a dozen tickets related to ATV and UTV violations in the town of Russia. Enforcement efforts for 2026 began in April and remain ongoing.

The State Police, in coordination with the Herkimer County District Attorney’s Office, will also investigate incidents involving juveniles. Criminal charges may be pursued against individuals who facilitate or permit illegal ATV operation.

The State Police appreciate the public’s concern and willingness to report illegal activity. However, complaints submitted after the fact, including anonymous letters, often lack the detail necessary for a timely response.

Residents are strongly encouraged to report illegal ATV activity as it is occurring by calling 911 or contacting the State Police at (315) 366-6000. Real-time reporting allows Troopers to respond quickly and take appropriate enforcement action.

To ensure the safety of riders and the community, the following laws and safety guidelines apply:

• All ATVs must be registered through the DMV, including those operated solely on private property

• Proof of insurance is required when operating on public land or property not owned by the operator

• All operators must wear a DOT-approved helmet

• ATVs and other off-road vehicles are prohibited on public roadways unless specifically designated

• Operators under 16 must be supervised by an adult or a qualified individual with proper certification

• Reckless operation, trespassing, and unsafe riding may result in fines, impoundment, or criminal charges
